What’s new on 500D over 450D?
Canon EOS 500D is a combination of 50D‘s sensor and 5D Mark II‘s video capture in the body of 450D. Rob Galbraith has a detail reviews of 500D.

My two cents
500D is a great upgrade of 450D. If you can wait till May 2009 (non-USA might need wait a little longer), 500D is definitely worth to buy as your first DSLR camera.
I have not regretted buying my 450D. I have been poisoned by the quality of the DSLR images.
Warning: Buying a DSLR means you will spend even more on other photography accessories: lenses, flash, tripod, etc. ;)
